A Study of Local Governments¡¯ Evaluation of the Marketization of Social Service: Focusing on the Registration System of Community Social Service Investment

Abstract
The South Korean government has actively implemented the policies of marketization to facilitate the participation of for-profit service providers in the social service sector, which aimed to expand the universal coverage of social services. In particular, the government adopts active policy of marketization of community social services by introducing the registration system which allows the new service providers to enter the service markets if only they meet a certain set of requirements since August 2012. The aim of the study is to examine how the local authorities have evaluated the results of the introduction of the registration system in community social service investment. To achieve the aim, we adopted qualitative contents analysis method by examining ¡®the local authorities¡¯ plan of community social service investment in 2016¡¯. The study found that most of local authorities reported the negative results of the registration system and it has deepen the challenges as a result of marketization of services. The administrative burden of local authorities has been increased since the new service providers do not have basic understanding of social services. In addition, although the small for-profit sector has become the majority of service providers, the number of poor service providers has increased. The dual markets of over- and under- competition of service providers have been formed as a result of the supply gap between the urban and rural areas, and therefore the issues of equity of service use have been getting worse. In particular, the expenditures of small service providers have been very low as a result of over-competition among providers, and the structural problems of market have been prevalent such as market failure, unstable employment, and the degradation of quality of services.
